The program included identification of key strategic drivers, development of objectives, themes and supporting services, and assessment of related risks. Also included was a case study of analogous international centres prepared by Foresight Partners’ associate company, Thomas Consultants, Inc.

Estimates of market demand and potential impacts of a 35,000m2 expansion of Noosa Civic to include a Myer Department store were prepared as part of this Economic Impact Assessment. In-centre shopper surveys were undertaken in peak holiday and non-holiday periods as input to this assessment.

- Brisbane CBD Retailing Business Development Strategy, QLD
A major investigation that included a detailed floor space inventory of the CBD, on-street shopper surveys, telephone surveys and discussions with key property owners/managers, small area demographic analysis and workshop facilitation. Foresight Partners developed a number of retail mix and market strategies to ensure the continued successful role and function of the CBD as the prime retail and leisure/entertainment destination for residents and visitors.

Retail Plan Development (in association with Premier Retail Marketing) for the Parramatta CBD including retail core and key elements, key issues facing city centre, tenancy mix analysis, retail expenditure potential, demographic characteristics, forecast trade areas and population growth projections.

A review of the retail strategy and centre hierarchy in the 2006 Planning Scheme, including the appropriateness of maintaining floor space limitations and alternative approaches to foster desired centre hierarchy and centre function.
- Sunshine Coast Regional Health Precinct Economic Study, QLD
Major study to provide a greater understanding of the potential development mix that would be most viable and productive on the proposed Regional Health Precinct site. The scope of work included demographic analysis and forecasting of the Health Service District, together with a market overview of the current Commercial and Retail offer within the Maroochy area as well as Medical Service provision within the greater Sunshine Coast area. A SWOT analysis was also used as an input to produce the highest and best mix of potential uses.
- Park Ridge MDA Employment and Economic Development Study, QLD
Analysis of growth potential of the Park Ridge Major Development area. The work included an analysis of Knowledge Based Industries, small area production and employment forecasts and commercial market overview to develop growth plan options for the area. An opportunities and constraints analysis was also undertaken to situate the MDA amongst its competitors in the sub-region.
- Gold Coast Rapid Transit Commercial Opportunities Review, QLD
Evaluation of the highest and best land uses within an 800m radius of the rapid transit stations along the two proposed routes. The scope of work included a review of transit orientated development, small area demographic analysis and forecasting, and comparative economic valuations of proposed highest and best uses. The output from this study was an evaluation of which route would likely yield the greatest economic opportunities.
- Strategic Economic Analysis - Mount Gravatt Corridor Neighbourhood Plan, QLD
An economic analysis of future employment and population growth capacities to 2031. This major study was undertaken as part of the Neighbourhood Planning process for one of Brisbane's Principal Regional Activity Centres. The project involved a comprehensive land and business audit of the study area and forecasts of future commercial, retail and industrial land demand for the Mount Gravatt, Upper Mount Gravatt and Kessels Road area.
- Richlands-Wacol Strategic Economic Analysis, QLD
This study examined this strategic western corridor industrial area's competitive advantages and disadvantages, the likely highest and best uses of its industrial land over the next 20 years and recommended actions and elements needed to promote the area as a 'world class' industrial precinct and major contributor to Brisbane's economic growth.
- Flinders Grove Retail/Commercial Strategy, QLD
Recommendations for the most appropriate and feasible size, scale, functions, mix of uses and phasing for retail / commercial centres serving a major new residential community of up to 40,000 residents in south west Logan City, taking into account Council’s regional retail strategy and future changes to the area’s transport infrastructure. The study also forecast employment generation and labour force containment.

Peer review assessment of the demand for retail shops and services within the MPA and the potential sequencing of proposed centres within the MPA, including a critique of the Draft Structure Plan for the Mount Peter Master Plan Area from an economic sustainability point of view.
- Gladstone Retail and Commercial Strategy, QLD
A study to assist in the preparation of a retail centre hierarchy for the Gladstone Regional Council area, including the preparation of guidelines for shopping centre developments to achieve community and social interaction goals. Tasks included a full inventory and floorspace analysis of existing retail facilities in the GRC area, projected demand for floorspace by uses and identification of preferred size, location and functions of new centres.

- Overview of Australia's Residential Market: past, present & future, NSW, VIC, QLD & SA
A large scale, high–level study of the residential housing and development market in the capital cities of Sydney, Melbourne, Brisbane and Adelaide. The study included an analysis of trends in dwelling demand as well as calculating projections of demand by dwelling type to 2031, which incorporated a discussion of the housing aspirations of Gen Y and potential “down-sizing” by Baby Boomers. Trends in dwelling construction costs and purchase price were also analysed as well as identifying elements of successful Masterplanned Estates/Communities and providing commentary on housing affordability and potential housing bubbles.

This report included residential demand and supply forecasts, buyer survey and profile of target markets for an upmarket golf course, residential properties and identification of demand drivers.
- Mackay Higher Density Residential Strategy, QLD
A large scale study to forecast the demand and supply of higher density residential dwellings in the Mackay Regional Council area. The analysis consisted of population projections for the major urban areas within the MRC area and an analysis of likely future demand for higher density living based on population growth and changing dwelling preferences.
- Western Downs Planning Regional Council Scheme Review, QLD
A major study to forecast the future population of the Western Downs Regional Council area together with the residential, industrial and commercial land requirements of that population. The scope of work included small area population projections, land inventory and site inspection and future land requirement calculations based on observed and projected future demand trends.
- Central Highlands Rural Lifestyle Need Assessment, QLD
A study into the current and likely future demand for "Rural Lifestyle" lots (8Ha-40Ha) in the Central Highlands Regional Council area, with particular focus on Emerald. The assessment included analysis of housing demand by product type (urban residential, rural-residential and rural lifestyle) together with calculation of population projections for the study area. These trends were then reconciled to provide an estimation of future demand for Rural Lifestyle lots in Emerald given the scale and, more importantly, nature of future population growth.
- Gracemere Residential Need Analysis, QLD
Analysis of the current and likely future supply and demand for residential development within Gracemere to assess the need for "out of zone" residential development. Assessment of community need and forecast performance of numerous proposed child care facilities, including assessment of the target population aged 0-5 years and forecasts of future growth of this age group within the service area, forecast penetration rates and identification of existing and potential competition, and an analysis of the need and demand. Forecasts have been supported by selected
surveys of childcare centre users in varying urban and competitive environments to determine user origins, usage patterns and reasons for selection of particular childcare centres.

- Western Busway Priority Investigation - Transport/Land Use Integration Strategic Context Review, QLD
Analysis of the proposed Western Bus Priority Investigation Area to assess potential economic uplift captured by development resulting from the construction of a dedicated bus route. A comprehensive analysis of land value by land use was undertaken together with assessment of potential development sites along the route. Demographic analysis and indicative ridership figures were generated as part of this work.
- Economic Benefits of Major Entertainment and Sporting Events in South East Queensand
A comprehensive assessment of expenditure levels associated with selected major entertainment and sporting events in SEQ, such as the State of Origin and major concerts. This included surveys of on-site and off-site spending and derivation of direct, indirect and induced economic impacts within South East Queensland.
- Forecast Economic Impacts of Queen's Wharf at North Bank, QLD
Forecast magnitude and types of economic impacts resulting from the proposed development of Queen's Wharf at North Bank. The scope of work included analysis of the market context and estimates of capital expenditure and employment during construction and ongoing employment, as well as expenditure generation for the individual components of the development. Economic impacts of the development were derived by applying industry sector multipliers.
